How to change default folder template in vista?

Any time I make (or dl) a new folder, when I open it up, it either defaults to music details or photo details. Obviously this is very frustrating when I have a folder full of text files, applications, etc and want to sort by date or type. I figured out how to change the template for a folder (after much searching) but can't find the option to change the *default* setting, which is applied to every new folder on my computer. Does anyone know where that setting is?

Tools > Folder Options > View Tab
click apply to all folders
